Detailed introduction

To enhance the environmental risk early-warning capability of Lanshan District and to standardize and guide the construction of an environmental risk early-warning system for toxic and harmful gases, the chemical industrial park has, in accordance with the "Technical Guidelines for Atmospheric Environmental Risk Monitoring and Early-Warning System in Chemical Industrial Parks (Trial)" (DB37/T3655-2019) and taking into account the park’s existing infrastructure, established an integrated platform for toxic and harmful gas early warning and emergency environmental protection that aligns with the park’s overall development plan.

In December 2012, Qingdao Jiaming undertook the “Integrated Platform Project for Toxic and Hazardous Gas Early Warning and Emergency Environmental Protection in the Chemical Industry Park,” led by the Bureau of Industry and Information Technology of Lanshan District, Rizhao City. The project’s scope of construction includes:

“Line” originates from the construction of an automated monitoring network.

17 high-precision micro-stations for monitoring characteristic pollutants have been newly installed at the park boundaries and at the boundaries of enterprises within the park, along with 6 odor-gas monitors.

“Surface” source from the construction of an automated monitoring network

At the park boundaries, in key sensitive areas and enterprise clusters, we will install 5 sets of automatic monitoring systems for volatile organic compounds (VOCs) in ambient air at plant perimeters, 2 sets of automatic monitoring systems for ambient air VOCs, and 1 set of ambient air VOC component stations.

“Domain” originates from the construction of an automated monitoring network. Construct one atmospheric lidar monitoring station in the core area of the park, and build one high-altitude surveillance system each in the eastern and western parts of the park.

Integrated Platform Software for Toxic and Hazardous Gas Warning and Emergency Environmental Protection  
The main functions of the integrated platform software include: the “One Park, One Register” subsystem, the “One Enterprise, One File” subsystem, the “Single-Map” management subsystem, the toxic and hazardous environmental risk early-warning subsystem, the safe production management subsystem, the ecological and environmental management subsystem, the emergency management subsystem, the energy management subsystem, the closed-park subsystem, the decision-making and analysis subsystem, the fire management subsystem, the logistics management subsystem, and the comprehensive management services subsystem.

Closed Campus and Network

The purpose of implementing closed-loop management in the zone is to, based on the actual conditions—including the industrial structure of the park, characteristics of its industrial chains, and types of safety risks—establish a comprehensive and effective safety prevention and control system for park managers and resident enterprises through various closed-loop monitoring and management measures. This system will enable the effective identification and isolation of “unsafe factors” from outside the park, as well as the efficient control of personnel, vehicles, and goods within the park, thereby comprehensively enhancing the park’s daily safety management capabilities and emergency response preparedness.
